The proper way to do it is to click out "Folder Options" from either control panel or explorer's menu Tool.
[1] From the Folder Options, click the 3rd page "File Types".
[2] From the registered file types window, identify the file type of your pictures and then click to highlight it.
[3] Click the Advance (setting) button and you'll see a list of named actions performing on this file type.
[4] Select the Open action which most probably be the default action by click on it. Then click the Edit button.
[5] You'll then see the commandline of "open" associated with the file type. Change the executable to paint you like to open with with the proper path. Mimic the line there in particular the argument part (%1 etc).
[6] Accept and you're done.
A short cut to arrive to similar result is to highlight a picture file and shift+mouse right-click. Select the executable you want to "open with" and click the "always open with" checkbox. After that, you might need to go through the previous procedure to make sure everything is under control, because sometimes this shortcut method will not furnish correct arguments to the executable.
