When you tell the server to implement a change to password maximum time via the Default Domain Security Settings MMC, things should continue to operate normally until the user reboots, correct?
 
Policy sync will take place while the user is logged in at about a 15 minute interval. The new policy should then be active.

I ran into a situation where changing the maximum password time policy caused some PCs to stop responding. Is this normal? Other PCs just requested that the user change their password, either on their current screen or after a reboot.

hard to say if the behavior you saw was normal without looking at logs etc, but my best guess would be to say yes sighting how policy refresh happens.
