Changed CPU spead in Config, now, won't Boot Up!

On An IBM PC 300GL, I hit F1 and went into Setup Config. I change the speed from 266 to 300 (in error). After turning PC off, it won't boot back up. The power comes on, but within two seconds, machine just locks up. Power light stays on, but A: drive won't read, CD-Rom drive won't read, so I can't boot from either of these. Also, the power can't be turned off with the Power button. Have to unplug. Same thing happens each time I turn back on. I was able to move my harddrive to another identical PC and I booted up OK. Something has happened to internal workings. It's almost like something on the motherboard is locked up. HELP!!
 
also your power off issue can be solved : just hold the button in for 6 seconds If in doubt get the Ball Pein Hammer out
