How can I delegate control to the built in account operators group so they can change Exchange properties on user accounts. They have full control over the user accounts but can't change Exchange related properties on those accounts.

Go into the Exchange System Manager, right-click the organization name at the top of the left menu, and choose Delegate Control. From there you can give a person Exchange Administrator permission. Don't give them Exchange Full Administrator access.
