Change Password Problem

Hi, I am trying to set up a new W2K domain across 2 sites with W98 clients, running Active Directory. I have created user accounts and selected 'user must change password at next logon' for each. When a new user tries to logon to the domain, they are prompted to change the password...so far so good. However, when they try to change their password they receive the error domain controller cannot be found...? BUT when the password is changed manually, they can log in without any problems. I have made sure that the GPO settings are turned off..

98 clients prefer WINS as a name resolver, are you running any WINS servers?
