Change NCOS 0

I have two Meridians. In one, NCOS 0 works how I want it: no outside dialing except 911, inbound DID calls come in OK. In my other Meridian, NCOS 0 is no different from my NCOS 2: restricted to local dialing only.

In load 87 on both switches, the FRL is 0 in the NCTL 0 entry; in fact the entire NCTL 0 entries are identical. Any ideas how to make these systems the same? (I realize I can achieve roughly the same effect of an NCOS 0 with CLS SRE, but I like to keep these systems working as similarly as possible).

You need to compare thr RLI's, they may have different MFRL's.
 
Funny, in the RLI's, the MFRL values in the one system are all 0. However, NCOS changes to phones works as I want it to, except for the NCOS 0 issue. On the other switch, the MFRL values all match the RLI number. This system also works the way I want it to, including the NCOS 0 issue. My head hurts!
 
OK, I'm starting to piece this together. I should really test before I post, but it's late in the day. Because we ride on government rates, I only have one main route (route 1) for all calls, plus a backup route (0) using copper trunks. The RLI tables are pretty much just so I can segregate the types of calls users can make. E.g., we're in Northern California, so to dial Los Angeles, this is the entry:

NPA 1213
RLI 3
DENY 976

SDRR DENY CODES = 1
ITEI NONE

For New York, it's RLI 4, Canada, RLI 5, North America 6, International 7. Here's a local NXX:

NXX 737
RLI 1
SDRR NONE
ITEI NONE

So the idea is that NCOS 3 matches RLI 3, and can dial intrastate at most. NCOS 4 matches RLI 4, and can dial interstate at most. Does that make sense? The problem is NCOS 0 is still dialing local. Here is a printout of my first couple RLI's: Tomorrow morning, I'm going to try changing the FRL 0 in RLI 1 to FRL 1. I *very* much appreciate your guys help! THANK YOU!!!

That seemed to do the trick, changing the FRL in both RLI 1 entries from 0 to 1, as well as the MFRL entry. Thanks to you guys for steering me in the right direction on this.
