CFNA/CFB: goes to VM regardless of CFB setting

MICS w/ Flash 4 & 17 stations: new client to me; appears standard setup. They requested the ability to ring even when busy, so I disabled CFB on all sets. But one set, the only set that rings on incoming lines, still goes to vm (immediately) when busy even though its CFB is set to NONE.

Any thoughts?

is the set forwarded to voicemail?
is the line set primed to voicemail?
 
... it was DND on busy, the one station in the entire office with this setting.

But why does DND > CF VM ??? DND must have some forwarding to vm. What setting is that? Just internally hardwired to go to vm?
