I have 1 HA SBCE pair setup in one of our locations. After I'm done installing the certificates in the primary which will be used for RW, I synch'd it with the secondary SBCE. Since the UI does not notify whether the sync is completed, I opted to check each SBCE and compared the certificates. I run ls -lLR /usr/local/ipcs/cert to both and found out that /certreq folder in the secondary SBCE is empty. Is that normal?

Must be the folder where certificate request files are stored. Since only the certificates are synced it is OK that this folder is different.

You not indicate what version of ASBCE. I believe cert sync is no longer required on 8.1+. In fact using the sync tool may break the installed certificates.
The CLI sync tool will provide a list of certificates currently installed/active on the ASBCE.
