Certificate Services Error

I have a network with 2 computer running server OS, 1 of them is the DC which is running on BackOffice 2000 and the other is a workstation with W2K server OS and was trying to promote it to a member server, but when I go to start/run/dcpromo I get this popup error message.
"Certificate Services is installed on this computer. You must remove this service before installing or removing Active Directory. To remove Certificate Services, consult the W2K product documentation." I tried uninstalling Cetificate services through Add/remove program / add/remove windows component. When the windows components comes up the Certificate Services was NOT checked. I tried looking up on the W2K documentation but it does not tell you how to uninstall CS.

Any help or direction is very much appreciated.
