Centering a layers-built site in a browser

I'm new to Dreamweaver 8 and I began building my site in layers. My problem is, I can't get the site to remain in the center of the browser's window. What I want is when the window is maximized, the page will be centered. ...when the window shifts to a smaller size, the page will still be centered. The site, however, will remain the same width. All I'm able to change now is the coordinates of the layers ... but what I guess I want is for all the elements to be controlled by a "master" layer?

I know a wrapper-div can center elements on a page but when I started a page that way, I'm no longer able to draw layers on that page (or even cut-and-paste the layers from my pre-built layers page). I have one large background image that eveything sits over, so I really need these layers to "nest" like tables ... but be able to overlap like layers.

I also tried placing a wrapper-div after the page was built in layers but that may be out of my league (coding-wise) cause the elements are getting thrown all over the browser.

I believe someone was asking this similar question a few posts ago "positioning images in center" but I wanted to rephrase the question in an effort to attract Layers Folk. This issue is really driving me nuts.
