CDR- Reflective Index

Does anyone know of a "reflective index" rating for various CDR blanks? I've found some CD-Rom drives that have difficulty reading CDR's at their advertised speed vs: a pressed CD.
My IBM ThinkPad with an 8X drives reads my CDR's at near rated speed but a 20X drive in same laptop reads the same disk at about 1-3X. A pressed CD is read at full rated speed. Any thoughts?
