When I log on to CDR analysis using the user name and password I configured it lets me log on but I only see bills,help,logout at the top of the GUI.When I log in on my other CM cluster I'm able to see CDR,reports, etc at the top of the gui.How do I assign the privileges so this user/pass will give me more access?TX.JimC-
 
Read the CallManager help, it walks you through configuring different levels of access for the CDR Analysis and Reporting tool.
BTW, how do get that thing up and running? I 've tried like a thousand times and all I get is "HTTP 401.1 You are not authorized to view this page".

What version of CallManager are you running? We've had problems with 4.1(3)sr3a breaking the CDR tool. According to Cisco it's a known bug, so you may want to contact Cisco TAC to see what patch you can apply to fix it.
