CDR for ineffective call attempts

I have an S8700 CM 2.2 using ECAS for call-accounting. In the 'change system-parameters CDR' screen I have stroked the 'suppress ineffective call attempts' setting for No. If an extension calls a number and hangs up before there is an answer no CDR records are sent. I have also changed the CDR option on the trunk-group form to 'r' instead of 'y'. The system still does not send the ineffective call attempt record. Is there another setting that I need to change or will the system not send this information.

Suppress CDR for Ineffective Call Attempts

Ineffective call attempts are calls that are blocked because the user did not have sufficient calling
privileges or because all outgoing trunks were busy. This includes the unavailable incoming or outgoing
trunks due to trunk usage allocation for ISDN Call-by-Call Service Selection trunks, incoming calls
rejected by Communication Manager due to NSF mismatch, and ISDN calls that did not complete at the
far end, if a cause value was provided. These calls appear on the CDR record with a condition code “E.”

I also have this set to "n" but never see a call that was not answered by the far end. Have asked on several occassions if anyone knows why but have never resolved this!
