I have the CDR & TRF buffer enabled on a Opt 11C working with OTM. When I stat the buffer it shows that it is 62.8% full and is connected to the OTM using Data Buffering & Access. I have run the collection and costing in Telecom Billing System, but it still shows that percentage in the buffer. How do I empty the buffer to the OTM?

You need to make sure the the OTM is connected to the PBX. In normal operation, the Buffers should be empty.

In LD 117 do a 'stat buf', and see if the PBX reports the IP address of the TM server in the response. You should see something like 'connected to 169.168.1.1' which indicates that the DBA component of TM is connected to and reading the CDR Records.

If you don't see the connected message, then log into the TM server and make sure that DBA is running and configured correctly for your site.

It does show the IP address of the OTM is connected. The DBA is collecting calls. One problem that I noticed is that when the DBA is shut down it still shows connected in the PBX.
