CDONTS - mail stuck in mailroot folder

I am using CDONTS function to send email on a Win NT server. The .asp page I am using to post the mail worked last year but I am trying to use funtion again and the mail is just sitting in the queue and not being emailed.

Alongside the unsent mail there are logs that say..

Server received Winsock error Connection timed out.

MAke sure you have the dll in the "WINNT\System32 folder. Then make sure the dll properties point to it for the website. Smtp is configured with the correct info? That can cause mail not to move. Permissions is a major issue to look at.
