Yes, it should be - provided that it is a direct disk to disk copy, rather than "copy all files to hard drive, then burn CD of those files" so the boot image doesn't get created.
Also, don't forget that some older or cheap CD-ROM drives cannot read CD-RW discs very well. If you're trying to use the CD-RW disc on another PC without a burner, you might run into this problem.
Of course, the CD-ROM drive must also be set as the first boot device in the BIOS.
