CD-Rom drives come up as plug & play?

Everytime I boot my CD-Rom drives come up as Plug & Play? Even if I unintstall them in Device Manager they still come up like they are looking for drivers? I recently installed an internal 6-in-1 card reader that also attaches to the USB on the motherboard and that comes up constantly as plug & play also. I installed the companies software and it worked until I re-booted then that came up as plug & play also?
