CD player changes speed upon use

This just recently started happening since reinstalling Win 98 and then 2nd edition (a long tragic story with a happy ending). My 40x primary CD player will go up and down on speeds when activated for playing cd games (have not tested music). Is there a setting in devices or whatever that can put it back to flat-a*s get it on max speed like it used to?

I have a Win98SE P3, 128M, with a secondary Yahama CD burner.
