I have a pentium 166 with 16mb ram will i be able to run a cd burner on it im not worried about how long it will take to burn?

Difficult to say! Most hardware states somewhere on the box it's minimum requirements, so look for this.
Also writers that have built in buffers (memory onboard)ie burnproof or safeburn will be a better bet as they temporarily store the information as they write making recording more reliable.
You may also find it more reliable writing to the hard drive first and then back to the writer and possibly slowing the write speed down, all these setup options are available in your writing software. Some of this setup maybe trial and error untill you find out your best setup is.
I have to say your system may also benefit from a little more memory, not just for writing as all your aplications will run smoother as well. Martin Vote if you found this post helpful please!!

Definitely consider at least going to 64MB of RAM. I used to have a system similar to yours with an old HP 8110e 4x cd-writer. They worked well together. However, if you're looking to get the latest and fastest cd burner, reconsider. Unless you upgrade your system, you won't meet many of the hardware requirements.

Newer burners usually require the following as bare minimum:

- Pentium MMX 200MHz
- 64MB of RAM

* I took the above from the minimum requirements for the PlexWriter 16x/10x/40x

Conclusion: If you don't want to upgrade your system just yet, then consider buying a used 4x or 8x burner on EBAY and save some money. 4x is the probably the highest transfer rate you'll achieve on your system the way it is...
