You need to have a SmartNET contract in order to download software images. And, make sure you only download images for products you have under contract. 
They do actually keep track of that sort of thing. They may not mention it, but don't count on not getting caught.

Any of their products that unless you have the box (router/switch) for example, you can't use..
Like you can't download the full version of callmanager from the website. You can get unity, but only use it in demo mode.. etc...
I've downloaded anything and everything off CCO. They have too many people downloading things per day to even remotely to begin to track..
