CCM Meet Me limitations

You can have up to 6 users in a meet me conference.

I have a customer that has done 16-20 in a MeetMe conference. They have done this from CCM 3.3, 4.0 and UCM 5.1. It is not recommended or supported over 6. It depends on your DSP resources. You adjust the maximum number under the Service> Service Parameter> (choose a server)> CallManager page.
You can kind of secure a MeetMe by front-ending the MeetMe number with a Unity mailbox. Then callers are announced and can be admitted or rejected at that point. But as Phoneguy69 said, it is still not really secure.

Meet me feature is not designed to perform as a conferencing unit. It is a basic conferencing tool that uses resources from call manager or DSP's assigned to a router.
As pndscm said you can theoretically have as many as you like, but it is a matter of resources and server load. I have as well set up 20 user meet me calls for customers but it is not recommended or supported.
If the need is there for such use meeting place or meeting place express is your solution.
