When I double-click CCleaner icon app. don't start. Nothing happens or the path C:\Program Files\CCleaner display's. I noticed this happened after my firewall security was left on 'Allow All' for a while. The same happens with Avant Browser. Other apps. are ok.

Try reinstalling the apps that have the problem
Try to launch them manually by START RUN C:\program_path\whatever_path
Try renaming the executable. I've seen spyware that will prevent other programs from running just by the name of the executable.

I always download and run Registry Cleaner together with CCleaner.

just my 2p worth - but IMO, registry cleaners are at best a waste of time and at worst positively dangerous.
Is ccleaner only app not running - and do you have other issues (you said 'when I get my system running' - so is it not booting currently)?
