CATools3 patch kills mouse in CA-Clipper 5.3b

I recently downloaded the CA-Clipper Tools library v3.0 from the site--

ftp://mf.cai.com/CAproducts/clipper/tools3.zip

and linked in the protected mode version for Clipper 5.3b. In the 640x480 graphics mode this killed the mouse support. The pointer still exists but the keyboard is no longer receiving mouse key input.

Does anyone know what the deal is?
