Carrier for DR setup 1

I would like to solicit feedback on alternates to Verizon as a voice provider that can provide service in New York and Virginia.

We currently have an IP Office system in our New York office and a second system in our DR site in Virginia.

We use Verizon PRIs in both locations and Verizon's Custom Redirect service to redirect our DIDs from our New York phone system to our IP Office in Virginia in case the New York phone system is unavailable.

The Virginia IP Office is only used for backup/DR and when the DIDs are redirected to Virginia using Verizon's Custom Redirect we retain full DID functionality, ie calls ring directly to the extension and don't go through the auto-attendant.

This setup works, except we have account management related issues with Verizon and would like to switch carriers to one that provides better customer service. Can anyone recommend another voice carrier that can provide PRIs in New York and Virginia and have the capability to redirect our New York DIDs to the Virginia PRI? I am considering looking at Paetec, any experiences good or bad that people would be willing to share?

We have used TW Telecom for this. Not sure how big their footprint is, I'm think they are a ntational company.
