Don't know exactly how to word what I'm looking for but will take my best shot at it.

In out Avaya cabinet we have 8, 16 and 24 port cards Analog and Digital (2 wire and 4 wire) cards

When punching down extensions to the 66 block there is an order of how it is done. I over heard a conversation between our 3rd party phone support tech and our internal maintenance department person and it went something like...

On an 8 port card you use the first 2 skip 4 and use 2 skip 4...
On a 16 port card use the first 4 skip 2 use 4 skip...
On a 24 port card you use all....

The maintenance person who knew this is gone and I need to give this information to the new person, where can I find this information?

This has been awhile since I've touched this kind of board, but for the 16 port, 2 wire (1 pair) card, I believe you use the first 4, skip 4, use 8, skip 4, use 4.

Sadly, I cannot remember what to do with the 8 port, but I wouldn't think you can skip any as 8 port boards were 4 pair boards. If its a 2 pair, then you would use 2 skip 2.
