Carbon Copy all outbound emails to a specific mailbox

Is there a way to carbon copy all outbound emails to a single mailbox for quality control? We would like to use this to monitor the outbound emails out of our Exchange 2003 server. We would want this to be automatically done so that the users have no input. In addition, it would be great if a copy of all inbound emails could be done as well. I currently use TrendMicro to do this for me but would rather have the Exchange server do all the work. Thank you!
 
Actually - I just learned that I can archive all emails in/out of a specific information store. Thanks for the help!

Well, it sounds like they 'discovered' journalling, as mentioned by adc110
 
You can actually turn on archving within the information store itself and forward a cc of all emails to a specific mailbox. Right click on the store and you will see the option.
 
I am looking for the same thing, and this is close to what I need, but the mailbox store has many users, and I only want to copy sent outbound email. The Journaling works but it copies everything to the specified account, thats a lot of email!!
