Capabilities of SQL 2000 Personal Edition

I have a soon-to-be-production environment of a Web/Application Server and a database server running SQL 2000 Standard Edition. I am looking to create a test environment. I am wondering if I could use SQL Personal Edition as the database for the test environment. Transaction volume would be very low and no transactions outside my company's network would take place. Might Personal Edition work for this?
 
My personal opinion is that I want my test and development environments to be as close to my production environment as possible. Therefore they should be on a server using Standard edition. Personal edition is what you need if you want to load SQL Server on a desktop (such as a home computer or laptop) where you might need to do some development work without access to a database server. If you have a server to put your test environment on (and you should or you may run into unexpected problems when moving to production), then use Standard Edition.

 
I would use MSDE (Personal Edition). Why pay MS for another SQL license. :)
