Cant turn pc off

I reinstalled Win ME for a friends pc. When shutting down, I get screen that says OK to turn pc off now. When I do that, the pc comes back on, it doesnt shut off. I looked in Power settings, couldnt find anyhting. Any ideas?

Right click a clear spot on the Desktop and choose Properties. That will bring up "Display Properties". On the Screen Saver Tab, near the bottom, click the Settings button under Energy Saving Features.

On the Advanced Tab, be sure that under "When I press the power button on my computer" you have it set to "Shutdown". And under "When I press the sleep button on my computer" set to "Standby". Also, be sure that the Hibernation is not Enabled.
