can't telnet to XP Pro Workstation

--- certain service that needs to be deployed on our workstations require that the machine be contacted via telnet on port 8192 thru 8194.

--- already disabled windows firewall, disabled firewall services. but still can't telnet to the workstation.

--- anything else i should check?

Is the telnet service running on the workstation?

--- double checked telnet service.... its running...
--- double checked firewall services.... it's NOT running.

--- i've been having this querk on several identical systems running windows XP.
--- already chekd that each problematic system has had all the latest patches from Windows Update. no luck...
--- already scanned the pcs for viruses and spyware. found none.
--- already tried a product recovery of the workstations and re-downloaded all patches.
--- im at the end of what's left of what use to be my wits...

Does netstat -a tell you that telnet (and/or your application) is listening on the appropriate ports?

Permissions granted to access the machine remotely? Remote tab of system properties.

--- on the remote TAB, access computer remotely is already checked.
