Can't start RACM service

Hello,
Yesterday, when I tried to boot up my machine, I got a message pop up saying something about part of the registry being damaged and having to be restored from backup (with a nice note saying that the restore was successful). Consequently my machine completely screwed up, and I had to use my installation disk to perform a repair.

All went to plan, except when I tried to dialup to the internet, as my connection no longer seemed to exist, and it wouldn't let me add a new connection because one of the services wasn't started.

Checked in services, and found that the 'Remote Access Connection Manager' and the 'Remote Access Auto Connection Manager' were set to 'manual'. I changed them to automatic, but I could not start 'Remote Access Connection Manager'. It gave me the following error:

Could not start service Remote Access Connection Manager: Error 5: Access Denied

And in the event log:

Remote Access Connection Manager failed to start because it could not create buffers. Restart the computer. Access is denied.

Tried doing countless reboots etc. to no avail.
I did note that my c:\windows directory (I'm using FAT not NTFS by the way) was set to read-only (?) is that normal?
I tried changing it back to read-write, which seemed to go OK, but after checking again later, it was set back to read-only.
