Can't Skew

I don't know why, but I'm not able to use the skew transform on my text layer

I think you have to rasterize your text before you can do that. (Save a copy of the layer first in case you have to change the text later.)

Hmm - not in CS.

Can't get to the option with the layer selected under edit > transform?

You can skew text without having to rasterize.
Command/T will select the text box complete with nodes.
Hold down the command key and drag a node to skew.
