Can't send .exe attachments in Office '2000 / Windows 2000

Can't send .exe attachments in Office '2000 / Windows 2000. Whenever I attach an .exe file in Outlook it says it is a "potentially unsafe File" and the person does not receive it nor can I receive any .exe file extensions either. This worked fine with '98, but not 2000. Is there a feature or setting I can turn off to allow ALL files extension types??? NOTE: This is not a firewall issue.
