can't see wallpaper when logged out

Hello,
I have several identical WinXP Pro machines. Most of them (9 of 12), when logged out, display the wallpaper with the "Press ctrl-alt-del to begin" window over it.
some of them are plain blue with the login window.

Can someone here tell me what is different between these machines? They are each built from the same image and the only thing changes after the cloning is SID, IP Address, Machine name and domain membership (all machines join the same domain).

I need to see the wallpaper when logged out, because it has config information generated by BGInfo.

Search for the filename available from the Display Properties/ Desktop/ Background

If you still can't find it try Folder Options/ View and Show Hidden and System files.
 
I'll look over these solutions, however these don't address why, all machines being identical clones some work and some don't
