can't run dos app from workgroup

Set up a W2K server with 2 dynamic disks and mirrored them via OS. Configured server as a workgroup. Installed a DOS database application on server and tested locally– it ran fine. Set up shares on server, and tested from other computers in workgroup. When trying to access the DOS database from another computer in the workgroup, the application will not run. I get an error message that a file is not accessible. I verified all paths in the batch file used to launch program. Other computers in workgroup are running Win 98. Why would app run from the server but not another computer in workgroup?

Glen, yes on the 98 cpu I mapped a drive to the app directory on the server. A batch file on the 98 cpu uses the mapped drive to launch program/command switches. Thanks for your help on this!
