Can't run 16- bit window program

I using Install Master 8.1 to install an application on the desktop. some of my customers are receiving the "Can't run 16-bit windows Program" error when they try to install. "Cannot find file c:\documen~\local settings\temp\glb79.tmp (or one of its components). check to ensure the path and filename are correct and that all required libraries are available.

this does not happen on all systems but a few

The only answer I have found is for them to check the registry setting because they are having a problem with creating shore names.

HKEY_LOCAL_MACHINE\System\
CurrentControlSet\Control\FileSystem\
NtfsDisable8dot3NameCreation=0

I have checked with them and this value is set to 0.

Has anyone run into this? do you have any idea why this is happening
 
I have verified that the wise install exe is a 32 bit program and the exe that it installs is a 32 bit program
 
still did not work. The customer had the ntfsDisable8dot3NameCreation=1 and I had him change it to 0 and reboot. Still did not fix the problem. I made sure that I ran spyware and virus scan on my box before repackaging.

Nothing seems to work. He has tried to install other applications from us and receives the same error. No one else is having the problem. He has XP with service pack 2.

Any other ideas???
