Can't remove SDhelper.dll when uninstalling Spybot

I bought Norton Internet Security 2004, so I decided to uninstall Spybot from my PC. I went through Spybot's uninstall. It told me that all I needed to do was to remove the directory to complete the uninstall. When I tried to remove the directory, it wouldn't let me remove the file called sdhelper.dll. I checked the taskbar and couldn't find either it or any other spybot files under the active processes. I had no applications running.

Any suggestions?
 
to disable DLL file you should Unregister it by the following command :

regsvr32 /u <PATH>\file.dll

where is the <PATH> may be any path of that file for example : c:\windows\system32

then restart PC
