Can't recieve mail from internet

We have an exchange 2003 behind ISA Server 2004. Users can send e-mails to internet, but can recieve from internet. When i try to connect to smtp server using telnet <ip> 25 i doesn't work, even say anything, just command prompt appears again. when i tray telnet <ip> 110 it works, but smtp does not.
When i try to connect using telnet from internet i got an error "connection failed
 
either your ISP or your ISA or any other router in between is blocking port 25. Check your setup.

Do you need port 25 in addition to 110?

port 25 is for INcoming, 110 is outgoing

Are your MX records set up at your ISP or Web Host?

we listen on 110 for remote sites. I used portqry utility, and i got this error en i try to query tcp 25: socket error 10053.
Yes, we have our mx record pointing to isa server external ip address.
 
Start with the beginning, your router and ISA server.
Check the logs.
