Can't out Word 2003 doc in Word 2007!!!!

I am using Word 2007, but when I try to open certain older word files I get a message saying "You are attempting to open a file that is blocked by your registry policy setting." with a larger message following saying: "This error occurs if you try to open a Microsoft Office document and the file type for that document has been blocked by a registry policy setting. To help secure your computer, Microsoft or the administrator of this computer implemented a registry policy setting that prevents opening this type of file."

I tried reading the KB article on how to unblock it but it does tell you how, at least I could not deduce it. Can someone please give me direct instruction on how to turn this block policy off?
