Can't open programs

XP home. A couple of problems. When I click on the directory "Local "c", nothing happens. I can right click "open" and the folders will open for viewing. The folders will open OK. When I click on an executable nothing again! Also, CD Roms are the same thing. No auto-play. I can right click and see what's there, but I can't run anything. It worked OK to reinstall Windows (repair install), but it won't work right IN Windows. I've tried 2 different CD/DVD's, a plain CD player, and a USB CD Rom, and they are all the same. I even tried a new profile - no change. The computer was having many problems, so I just rebuilt it (new mobo and memory). That's why the repair install. It had this problem before AND after the new install. I don't know what the kids did to this one!!! The icons open OK from the desktop.

so you didnt do a fresh install, just a repair?!

and when you choose open, do they start then?
is any tune-up utility running?

the easiest would be, do a fresh install, when done and everything is running, create an image for the next time

That post is more confusing than the Tawana Brawley case.

You should definitely do a brand new install - wiping out everything you had to start with. Back up your data first. This will rule out any malware and windows corruption.

Before you do any of this though, you should get the hard drive manufacturer's utility to test your hard drive. It could simply be going bad. No need to do anything until you're sure the hard drive and memory are okay (for any system).

If you replaced the memory, I wouldn't focus on that, but it couldn't hurt to test with the Windows memory diagnostic test.

Get both the memory test and the hard drive tests by downloading and burning the Ultimate Boot CD.

That is just the problem - with no access to the CD/DVD's, I have no way to back up the data files.

 
What happens if you click on your drive or any .exe from Safe Mode?

There have been recent updates from Windows concerning Autoruns and security flaws. This may be the cause of your problems with CD's?

Safe Mode is the same (administrator).
Update for autorun is to disable autorun. I want to ENable them.
I just can't open drives. Once I right click and open the drive, the functions all seem to work OK.
On CD's, I can right click, and open the drive to view, but exec won't work on the CD's.
Commands are set correctly.

Something else I've noticed - in drive "repairs". tools, if I try "error checking", or "defrag", I get "Windows was unable to complete disc check", and "disk defragmenter could not start".
If I could just get the CD working, I could back this mess up (data), and start over!

If needed, you could use one of the online backup services to allow you to redo your installation..

These reviews might help choose ( it is from '08 however, so som emight be different)

After installing the new drive, and using the old drive as a slave, the new drive works fine, and the "slave" still has it's same old problems!

Somehow, my post of last night didn't make it. I searched the performance logs, and found some services that couldn't start because of "bad block on drive 0"!
 
They do tell you how to disable AutoRun but you should be able to use the information supplied to make sure it is not Disabled, or if it is, to Enable it.

Will your machine boot from any CD? If so you can try the Recovery Console and run ChkDsk /r.

Can you save your valuable data to USB and then reinstall Windows?
