Can't open Group Policy Object on PDC

On my PDC when I try to open the Group Policy tab I get the following error message:

"The Domain controller for Group Policy operations is not available. You may cancel this operation for this session or retry using one of the following domain controller choices:

The one with the Operations Master token for PDC emulator.
The one used by the Active Directory Snap-ins.
Use any available domain controller."

I have tried selecting the first option and still cannot get in.

All users can log in as well as print so that functionality hasn't been affected.

Multiple tech doc's on the net say to check DNS on the server. Everything there looks fine to my knowledge.

Other documents say to run netdiag and dcdiag but I can't seem to figure out where these are located in order to run them.

Any help is greatly appreciated.

Never mind! I figured it out. It was to do with the permissions for the Group Policies. Somehow the admin user wasn't in the list!
