Can't NCFW to external number on ACD 1

I want to forward a number to an external number. I've set up an ACD and set the NCFW to 9xxxxxxx. Instead of ringing to xxxxxxx, it rings to the front desk of the site where the PBX is.
I looked at the programming of an ACD at another site where this works fine. The only thing different when I print the ACD's of the working and non-working numbers is that the working one has

It seems to be CFF on both the working and non-working PBXs. I checked it in LD 21

FTOP (FRES)

ACDN doesn't have an NCOS, uses inbound trunk ncos, are the members high enough (if net data doesn't resolve)

I compared and both have the same entries for
TRNX-YES
EXTT-YES
and FTOP (FRES)

Sorry I'm not familiar with checking the trunk ncos numbers.

just prt a trunk member as you would a tnb in ld 11 or 20

If you had loop 20 then you would prt

I wouldn't want to out and re-add members though, I would build a phantom with CLS UNR CFXA FTTU &
FTR DCFW 12 9xxxxxxx
