Cant max out T-1's

I have 2 point to point T-1's running to cisco 2600's.
With no other traffic I can copy a large file using X-copy, but I cant max out the circuits.
The util. slowly settles down to about 55%. Any ideas?

Point to point with 2 windows box's.
Running IOS 12.0
OSPF with per-packet load balancing
CEF turned on
ip mroute-cache turned off
fair-queue turned off.

The xcopy starts off running around 1mb but always slows to around 80k.
The load balancing with this config is working fine.
