Can't log into Win 2000 workstation

Hi,
I had a problem with a win 2000 pro workstation and logged in as admin and changed some settings for regedt32 for local machine settings, that was supposed to fix a problem with ACT! installed on that machine based on ACT! manual. Now I can't log in as a regular user to that machine anymore, I can log in as admin or anyone from admin group though.
Any idea ??
When I log in as a user, it seems like I'm loggd in but There is no desktop, just Win 2000 blue screen with no icon or task bar. No activity on task manager either.

can you run explorer.exe from the task manager as a normal user?
check who has rights to open an interactive session in the local policy on the workstation.

No I couldn't run any other application from task manager.
Thanks for the note, but I reinstalled the Win last night as I had to fix it immidiately.

This is probably why microsoft explicitly states no responsibility every time they mention editing the registry.

True, but I have done the same steps on different Win 200 workstation within past few months and nothing happened.
All the workstations are identical and that's why I was puzzled.
