Cant log in.. ¿? help!!

I can not log in. Everytime it boots up to the login screen..nothing pops up. no place to enter the password and it doesnt list the users. I can not get into the cmd prompt through safe mode. I have tried all of the safe mode options. nothing works. This is not my pc either Any ideas would be greatly appreciated.
