Can't import ppt toolbar on new system

Hard Drive is going bad and I'm building a new system.Coping over the whole office11 directory still does not bring my custom toolbar over in power point 2003. Any ideas on how to to this? Previous version was office 2003 also. Any help would be appreciated. Thanks
