Can't get to internet with multihomed system

We have a small network in which the server has two NICS one for each subnet. Each NIC has its own IP address and gateway but have the same subnet mask. Subnet 1 has access to the internet and Subnet 2 does not. I have one computer on Subnet 2 that I want to give internet access to. After setting up the TCP/IP settings I am able to ping all of the computers on both subnets but I cannot ping the modem. How do I set up the routing so that I can see the modem and get out to the internet? We are also using static addresses. Do I need to setup RIP internet protocol?
