cant get pop to run....

I cant receive email on my server, pop on 110 doesnt seem to be running. What gives?

I am running redhat linux 7.3. i had cpanel installed but then removed it.

I am a beginner at pop servers, I am clueless on this. I have search google and viewed all related man pages.
