cant get ip address or nic to send output to dsl modem?

i have xp on my system----dell and isp provider keep saying talk to the other guy.
i can repair my local area connection- say's its able to.
the modem r45 cable talks to nic but want recieve
ip address stays 0.0.0.0 and sub mask as well
any advice-------????
already did ipconfig/ all renew release etc.

To automatically get an IP address with DHCP you need to have a DHCP server to connect to. Is the computer set up the way your ISP has specified? If not do that first. How are you connecting to your ISP?
