Cant ftp to anywhere

I have a weird occurrence with an xp box that used to be able to ftp and now it cant. Not using any third-party apps. When I try to ftp using explorer it says: Connection closed by remote host. Ideas?

If you have not, try this format an let us know. Works with IE and Firefox.
ftp://username:password@ip-address
