Can't format new high speed CD in Windows 98

We just got new "high-speed" CD-RWs and I can't seem to format them in my Windows 98. We can format them in XP, but they are IBMs and use DLA which I can't read with 98. Do I need a "slow-speed" CD to be able to format it in Windows 98? HELP!
 
Have you tried switching the CD burners around? It's possible the "98" burner itself can't handle hi-speed. Switching the drives would eliminate this possibility.
